According to the study, their concerns about the economy haven&#8217;t changed at all since September. An overwhelming majority, sixty four percent of consumers who were surveyed held a position that things had taken a turn for the worst at that time. On the other side of the fence, unlike Americans struggling to survive in debt, business executives surveyed that pull in between three million to two billion dollars have a much more positive outlook on the situation.</p>
<p>Despite the fact that debtors felt a little more positively about the economy potentially improving in September, their attitude was even grimmer in December. The survey indicated that a larger majority of consumers, about sixty six percent, strongly felt that they will be reducing their personal spending and struggling more financially over the next six months.</p>
<p>Although the executives surveyed were more likely to believe that the economy will recover in the next coming months, consumers remain dubious. This may be chalked up to the fact that these obscenely rich millionaires do not have much reason to worry about anything financially related any time soon. The current economic situation has almost every typical American stuck in cost cutting mode, with the exception of these top executives who sail in yachts and enjoy caviar while sick people are struggling to pay doctor&#8217;s bills. It seems as though consumers might have a more realistic take on the situation; most companies are planning to continue to aggressively search for ways to cut costs in the next year. Fifty two percent of these companies surveyed said this includes layoffs and pay cuts for the average American.</p>
<p>And although executives remain footloose and fancy free, they concede that the unemployment problem in America will only get worse before it gets better. After all, why reduce their salaries when they fire the average Joe? For example, Walmart recently terminated 11,200 Sam&#8217;s Clubs Employees, choosing to outsource the positions for cheaper pay instead. And even if the recent studies suggesting that the jobless rate has been shrinking are correct, there is no denying that no new jobs are being created.</p>
<p>Clearly, this data has its effects on the collections industry. As a writer who writes mainly on this subject, I notice more and more blogs and news articles about bill collectors growing more persistent and aggressive, and more and more bloggers complaining about collection agencies. According to them, debt collectors should be the only ones prospering in the economy. But clearly, they haven&#8217;t been. It just seems like these rich executives are the only ones doing that well. The simple fact of the matter is that when consumers just don&#8217;t have the money or the means to repay a delinquent account that they took out before their financial situation went downhill, things get tougher for both the debtors and the collectors.</p>

<p>Just ten years ago, things were better than they had ever been in the stock market. Just about everything was at an all time high, and things showed no signs of slowing down. People were buying things blindly, despite the fact that P/E ratios were significantly higher than they had ever been.</p>
<p>People were doubling their money within months, and overnight millionaires were born. Just about everyone out there was trading stocks, and many quit their jobs for the sake of day trading. CNBC was a fixture on television sets around the country.</p>
<p>The NASDAQ&#8217;s all-time high of over 5,000 still seems surreal today, and things quickly corrected themselves. Many stocks were fractions of their previous high just months after things peaked.</p>
<p>To think that the indexes were as high as they were seems ludicrous in hindsight. Within the span of a few months, the markets had corrected by over 20%. Late 2001 was even worse, as the events of September 11th brought about new financial worries.</p>
<p>Things slowly rebounded during the next few years, until the Dow Jones industrial average rallied to an all-time high in 2006, breaking 14,000 at one point. Many feared another bubble that was bound to correct itself.</p>
<p>At the same time, oil prices hit all-time highs, and things like forex trading became extremely popular. The mania was back and everyone wanted to be a part of it.</p>
<p>As you well know, the end of the decade ended on a poor note, as we&#8217;ve been hit with one of the biggest bear markets in history. On the bright side, things look to be slowly improving and we could very well be on our way back up the roller coaster.</p>

<p><strong>Step 1: Set up a World Parliament</strong></p>
<p>The United Nations Security Council is where decisions with some of the greatest impact are made, and yet it is democratically deficient. Whilst all stages of government have some sort of parliamentary body, the highest level of governance &#8211; the UN &#8211; has none. We therefore need to change this by establishing a United Nations Parliamentary Assembly (UNPA) which would provide democratic representation of the people of the world.</p>
<p><strong>Step 2: Encourage a Public Mind Shift</strong></p>
<p>The formation of the UNPA could be part of the public mind shift that is already happening in the public around the world at the moment. We need to encourage more people to move to a higher level of thinking where they see themselves not just as individuals but also as citizens of the world.</p>
<p><strong>Step 3: Develop a New Global Political Philosophy based upon Conflict Resolution</strong></p>
<p>As a result of this changing mind shift, we can begin to create a new political philosophy for the world, which will be an evolution of the thinking from previous years.</p>
<p><strong>Step 4: Developing Global Law</strong></p>
<p>It is evident that international law today is just not sufficient for a truly global decision making &#8211; we therefore need to move beyond national sovereignty and replace it with global law.</p>
<p><strong>Step 5: A Transformed System of Global Governance</strong></p>
<p>We can then achieve a transformed system of global governance whereby we have a democratic system run by the people for the people. We can have a new form of democratic leadership by the people of the world, representing the voice of the people.</p>
<p>If we were to follow these steps, the world would certainly be a better place &#8211; we would have real representation on a global level, meaning that people could participate in the decision-making process and ensure that their voice is heard.</p>

<p>The second level consisted of political parties and interest groups. Because of the legalistic tradition, a strict parting existed within Portugal in between of the formal governmental system and the world associated with political parties and interest groups. Portuguese tended to adhere to their formal system of government but to degrade political parties and interest groups. As Portuguese democracy prospered from the 1980s, nevertheless, political parties and interest groups obtained higher acceptance as a fundamental element of the program of government.</p>
<p>Unlike these first couple of levels, the third level of Portuguese politics was largely unseen and ended up being one of the most tough to outsiders to penetrate and understand. This particular level consisted of the actual informal contacts, family relationships, interpersonal ties, kinships, and patronage networks which were so much the center of the Portuguese political system. If you have been called by a collection agent before, you probably know that most debt collectors are strictly regulated by the Fair Debt Collection Practices Act- a federal law that mandates how they can approach you and proceed with the collection process.</p>
<p>In the past, debt collectors used a process called &#8220;skip tracing,&#8221; which is a way of tracking down hard to locate debtors. Skip tracing involves background checks, speaking to post offices, old neighbors and family members, credit bureaus, and keeping a computer up to date with any information that may change on the elusive debtor&#8217;s new accounts.</p>
<p>Nowadays, it seems as though debt collectors have found a cheaper, more efficient way to locate their debtors &#8211; social networking websites like &#8220;Facebook.&#8221; Gary Nitzkin, a credit collection lawyer with his own firm, weighs in on the situation. &#8220;On the surface of it, I can tell you that there is nothing illegal about it.&#8221; On the surface indeed. However, Nitzkin and his collectors actually take a step further, &#8220;friending&#8221; the debtor on whatever social website. After they have made friends with the debtor, they then speak with other friends and find out what the debtor is doing, obtaining the scoop on their financial situation, and determining if there are any new assets that can be taken.</p>
<p>The FDCPA was written in 1978, before social media existed, so there are no specific guidelines monitoring contact that might be made over the internet. However, the FDCPA strictly prohibits collectors from doing or saying anything that is false or misleading. First of all, debt collectors are not permitted to contact third parties regarding a debtor&#8217;s financial situation. And perhaps most importantly, debt collectors abiding by the FDCPA must speak only to the debtor about the debt, and they have to verify that they are in fact speaking to the correct individual. Then after that, they must issue a &#8220;mini-miranda&#8221; letting the debtor know that this contact is an attempt to collect debt and anything said can be used for collection purposes. Nitzkin&#8217;s practices are &#8220;grey area&#8221; at best, shady at worst.</p>
<p>If anything, this borderline abuse of media illuminates one of the major problems of debt collection today, that the FDCPA badly needs to be updated. Debtors and collection agents alike take issue with the law. Debtors think that the monetary damages that the FDCPA award in lawsuits should be increased due to inflation over the years, collection agents complain that there are no provisions regarding cell phone calls in a country where only forty percent of its citizens own a landline. With technology advancing at a faster and faster rate, it is my prediction that the FDCPA won&#8217;t be the only law that finds itself needing a big update.</p>

Their move to Ireland may not always have been easy, but the introduction of various government and community initiatives has given everyone the opportunity to experience ethnic minorities and their cultural celebrations throughout the country.</p>
<p>One such festival is the Mela, a multi-cultural festival organized by Aristka who promote ethnic arts. Held in Northern Ireland as part of the St Patrick&#8217;s Day celebrations, this festival showcases Indian and other arts, foods and culture. Aristka is involved in various other celebrations throughout the year, including the Hindu Festival of Lights. These festivals educate the community and invite participation and enjoyment. They also organize art exhibitions, theatrical performances as well as music and dance showcases.</p>
<p>Another festival that is growing in popularity throughout Ireland is Africa Day. In various towns and cities throughout Ireland, Africa Day is celebrated with displays of African food, clothing, art, crafts, music and costumes, providing an opportunity for local communities to share in the African culture that their neighbors grew up with. At the African Bazaar in Limerick 20 African countries were represented, including Mali, Zimbabwe, Nigeria, Cameroon and DR Congo.</p>
<p>These festivals provide an opportunity for members of the Irish community to meet their neighbors, gain insight into their culture and hopefully understand the many different ethnic minorities a little better. The National Consultative Committee on Racism and Interculturalism was formed to promote anti-racism, holding national intercultural events, promoting ethnic art and literature and monitoring racism. Events organised by SARI &#8211; Sport Against Racism Ireland &#8211; promote sport as a way to overcome racism.</p>
<p>Chinese culture in Ireland maintains its traditional festivals and celebrations such as the Chinese Lunar New Year, Lantern and Moon Festivals, held in towns throughout Ireland. The Indian community celebrates their holy days and festivals as well, embracing the local community regardless of their cultural beliefs. Art exhibitions, musical concerts and theatrical performances are used to showcase not only the culture but also the talent of many immigrants to Ireland, providing entertainment and education to the larger community.</p>
<p>A visit to Ireland will certainly be full of Irish history, culture and the beautiful countryside.
