<p>Next comes closing arguments. Both sides do these; they are a way to summarize or wrap up the major arguments that have been presented. The closing arguments are the last chance for the two sides to attempt to sway the jury to their interpretation.</p>
<p>The jury will take all of the information they have gotten via these various trial steps and deliberate its merits and overall meaning. The jury members will discuss what the overall reasonable conclusion seems to be, and whether to hold the defendant liable and award damages to the plaintiff.</p>
<p>Finally, when the jury has completed its debating and voting, they come out and give their ruling. In most states, the ruling must be unanimous. States that don&#8217;t require unanimous decision generally require a majority ruling of 9 to 3 or greater.</p>

<p>There are just a few unincorporated precincts on the island, which makes the Town slightly smaller than the Island. It&#8217;s still plenty big enough to contain the 75,504 permanent residents (2000 census). That&#8217;s a number that normally jumps to about 275,000 during the warm summer months.</p>
<p>To give you some reference points the town of Hilton Head is 90 miles south of Charleston and 20 miles north of Savannah. The town is actually located on two islands divided by Broad Creek, a long, narrow bay which almost separates the two, but not quite. The northern half is a true sea island, but the southern half is a more recent barrier island.</p>
<p><b>Town History</b></p>
<p>There is evidence in two Shell Ring formations of American natives inhabiting the island several thousands of years ago. European colonization began in 1663 with Captain William Hilton&#8217;s discovery of the island. The period from 1700 to 1860 is known as the Plantation Era in which over 20 active plantations prospered on the Island. Population swelled to over 40,000 during the Civil War, but then dwindled to around 1100 in 1940.</p>
<p>A few years later in 1949 a group of timbermen led by General Charles Fraser realized the potential on Hilton Head and purchased 20,000 acres of the pine forest. To process the timber they built three mills on the property which in turn created jobs for an expanding economy. At the time of the purchase the local population was only 300.</p>
<p><b>Town Ecology</b></p>
<p>Many fault the timber industry for lack of environmental concern, but that was certainly not the case with Charles Fraser. He implemented some basic rules to limit the height of new buildings and conceal them behind existing tree cover and paint with earth tones. Bright luminescent signs were also declared to be off-limits. While some have chafed at the regimen, all would agree it has created an idyllic, preserve that all may enjoy, and indeed even profit from.</p>
<p>Thanks to Fraser&#8217;s pioneering work, man and nature are on good terms in the Town of Hilton Head. This is a rebuke to so much of the modern environmental movement where man is perceived as little more than a predatory intruder, who must ultimately be cast out. Fraser&#8217;s ethic is evident all over the Island, and especially at a number of preserves set aside exclusively for nature. But even here, visitors are welcome to enter and enjoy the natural beauty.</p>
<p>The town of Hilton Head incorporated in 1983 with a Council-Manager form of government. This means the mayor administers the affairs of the town for the Council and has the same powers, duties, and responsibilities as a member of the Town Council.</p>
<p>It took almost 35 years, but in 1987 Fraser&#8217;s vision was finally encoded in the Land Management Ordinance by the town Council. Building on the foundation he laid, the rules further mask the presence of humanity on the Island. This leaves the impression of a national wildlife preserve rather than a commercialized resort enclave.
